This sentence was somewhere in blogland yesterday...
[The English] used to have the most civilized nation on earth.
When was that, exactly?
Depends on your definition of civilization, I suppose.

Man, you're right about that.
Bertrand Russell once said that a civilized Chinese is the most civilized person in the world. I've yet to meet one that impressed me to that degree.
I can't speculate on who has/had the most civilized culture or nation, but it sure as hell was never England.
